Why not just use the plugin which was posted before? It increases current
players via engine. No need to do any packet eating.
The source is all there too, does not seem like Valve cares enough to fix
it.

with the difference that the fakeplayer plugin generate (mostly) a fake ping &
applies random names, wich is unrelated to the player ammount
Valve. Its time to take some control back! Fake players really f**ks me

valve probably wont do anything about this nor should they really and if
they did it would only take 20mins if that and they would have another
way of doing the same exact thing.
