I haven't noticed this problem on my servers. I did see it a couple of times
in early July, however, when players connected, it would fill those "ghost"
slots and I didn't think of it as being an issue.

I dislike it too, as Nemrun doesn't install optional updates either... but
at least I have the option of updating myself.
