For anybody that cares (somebody maybe?), I was able to get the mod in question running - by using a copy of Source 2007 SRCDS that was already installed (many months ago) for a different mod. There's just no way to update it right now. Still now sure why it's not available or not working on

Trying to setup a new dedicated server for a mod that uses the orangebox engine. In the old HLDSUpdateTool world, I would just specify -game orangebox. No no longer appears to be working (see further below). What is the equivalent AppID for SteamPipe/SteamCMD? Is it 311? or something else? I
