For the record, I have held out on upgrading at all to the sv_pure version, and
my 18 person 100tick still purrs like a kitten. I'm awaiting all of these bugs
to be ironed out before moving forward.

This seems to be an issue with zBlock as I am getting the following:

I can the alias command from the server console without a problem (and
execute said aliases), try removing any plugins first and then try an
empty server.cfg to whittle down the problem.

Can you have a look on sv_minrate, sv_maxrate?
When i'm playing on a server i can NOT look how this cvar is set by
typing "sv_minrate" in console.
Can you make it a cvar like cl_cmdrate? when i type "Rate", it should
tell me "rate 1000 (default 1) - this cvar is forced by server to 1
