Seemed to me like it was cached. Cause when I reconnected to the server
I still got the old MOTD.

I've got all my MOTDs set as just being meta refresh tags pointing to
a page on a different server so I can make changes whenever I want and
have them take effect instantly (and I can have a decent amount of
code in it). Might be worth looking into if you change yours often.

On a TF2 server, can you reload the MOTD without restarting the server?

It reloads on mapchange. I don't know other than that.
