I only red the previous message mentioning mani and thought this was it but since it seems to happen with sourcemod and metamod at the server, it seems not to be only mani-admin issue. In the past i removed metamod and tried mani with and without it and both times my servers hanged on the point

I have similar issue. But I have only seen it freeze or rather hang at the startup sequence just before it comes to "Adding master server". This happens quite rarely. Maybe once or twice a week. ctrl-c and restart fixes this. I am using mms with the plugins: Basic Admin Tool, Last Connected, High
