It is probably because the server you were on where it downlaoded faster
is using sv_downloadurl and a web server to serve up the files. For
more information on how to use it there is some info here or just do a
web search:

sorry for a real dumb question, is there a VAR to control the speed of a download from
HLDS? As a
player Ive been on servers where a missing map or model is downloaded a lot faster
than on the
server Im running, and we are on a T3 connection.
