I am still fighting with this lag problem.
My server:
2.8 HT P4, 2gigs ram
by that sv_maxrate as
that is a high sv_maxupdaterate.
Other thing you can try is a lower sys_ticrate. Just got to monitor your
stuff init

fps_max 600 (fps almost constantly at 496)
sv_minrate 3000
sv_maxrate 3
im stoned :)

I want to know when we can expect an update/revert of the changes from March
9th for the SRCDS that causes the lag problems on AMD machines?

Right now the engine requires SSE to operate, we are looking into the
possibility of having a special slow build for people with chipsets too
old to have this instruction set but there is no time line on that right
now.
