I was seeing this same problem, what i ended up doing is putting two
lines in my users.ini for anyone i wanted to have a reserve slot. The
first line had their steam ID and actual admin level, the second one
was based on either name or IP and just allowed someone to connect.

That is tre if you reserve a slot by STEAM or VALVE id in AM. We
hope to have it fixed in the next release.
