HLGuard is so-so on detection, the first couple of days after 1.2 came out was nice but I have been catching cheaters by spec'ing them again already so I know the cheaters already have patches. I am just biting my tongue and waiting for TFC VAC while doing what I can... mostly depending on regulars to tip me off to possible cheaters. Adminmod is a must in my opinion, not just for the help in administration but players simply expect it these days, I can't imagine a popular server without it. Halfd is also a must unless you have a number of admins helping you out. It makes monitoring and interaction from outside the game a pleasure. It also adds a lot of important stuff on the player side, some of it in addition to adminmod and some that enhances standard adminmod features. After that you can decide if you want bots or not, custom maps, and a log analysis/statistics script. Naturally you will start to look at some of the very kewl adminmod plugins but by then it will be nearing time for one or more of the major packages you have installed to be upgraded. It can be as much work as you want to make it I suppose but to run a good server with happy users (who pay you nothing and often gripe), it takes some time and effort.
