It IS your kernel timer, and this IS common accross 2.4 kernels who'se
default timer resolution is 100Hz.
You need to lift this, most people go the whole order of magnetude to give a
max of around 500fps or so.

You need to recompile your kernel with the HZ value set to 1000
Or, Install a 2.6 kernel
