You're supposed to run the hldsupdatetool.bin with that stuff, not steam

That's not really true, hldsupdatetool.bin is a installer and extracts
the file steam.

A Linux command can (and must!) be executed like this : ./filename
If thats not working try :
chmod +x filename
first.
But it has to work like
