Nope, I went through every map on the rotation. None of them changed any
settings as far as I can tell, and only changed the sv_ta

Are you sure about that? The server is only running pl_ and ctf_ maps
that are included in the default TF2 install, and it's not getting any
matchmade players until it goes to ctf_
