There's at least one problem with using Terrapattern as-is: it's using Google
imagery, so therefore anything you derive from Terrapattern wouldn't be
license-compatible with OSM.
Now, if they hooked it up to Mapbox Satellite...

We're going to be keeping a close eye on Field Papers for the next few days and
weeks to make sure it stays up during this activation.
For now, if atlas generation gets stuck for a long time, or if you end up with
black tiles on your generated atlas, just try making the atlas
I must admit I have no knowledge about where the data for that overlay came
from! I don't know if it's GADM or something else. Someone connected with the
Red Cross should be able to answer that.
Using the Mapbox v3 API you don't need an access token, so JOSM should be able
to add it like any

In the meantime, if you get any atlases with black tiles, try regenerating the
atlas. Usually this takes care of the problem.
