Thanks for the comments. The difference between unclassified versus residential is a challenge for many people, including myself. The language in the unclassified is trying to describe the function of connecting settlements rather than a road where people live. What is a settlement? Hamlet or large

I led the discussion at the Highway Tagging workshop on the last day of SOTM Africa. There was quite a bit of discussion and agreement that the existing tagging can be frustrating, however, we did not generate any new proposals for additional tags.
