[I18n] why does Mode_switch not work sometimes?

Have others had problems with getting Mode_switch to work? After hours of experimentation, i still have gotten Mode_switch to work on only one of the two machines i've tried it on. I'm using Mandrake Linux 9.0 and 9.1 with XFree86 4.2 and 4.3, respectively. I do this with xmodmap: keycode 0x71
