Hi, (Writing this email with the acknowledgement from zh_CN coordinator) With the links you provided, I believe you are already at a good start point. We are using l10n.gnome.org infrastructure to coordinate the translation and all translations are utilizing PO files. If you want to help, don't hesitate and start at https://l10n.gnome.org/teams/zh_CN/ . Note that some people prefer to translate master branch (development branch) first and backport translation to stable versions later. You may or may not adopt that workflow. The coordinator (and committers) are quite busy; please review your work carefully first before contacting the reviewers / committer to submit your translation.
