Many releses ago, the choice of ML1 volumes was affected by the order of
the ADDVOLS, but that is no longer true - AFAIK.

If you have a volume naming standard, that is, if all volumes have similar
volsers within a storage group, you may be able to call NaviQuest from a
Rexx exec. There is an IBM manual: DFSMS/MVS V1R5 NaviQuest User's Guide
or probably a more recent one.
