Others may have already answered, but I can't remember ANY compiler
(including OS/VS COBOL) that "translated out" nondisplayable characters from
the listing output ... certainly NOT in alphanumeric literals.

NOTE WELL:
  In this case, the error message references "shift-out" or "shift-in" which
can EASILY be found via check of the current (and recent) COBOL
documentation.
