It also has a problem with RECFM=V data. RECFM=F works fine.

There is Xmit Manager, available on CBT site. Free.
There's also PDS Magician, IMHO worse.
BTW: I have never seen any commercial tool for such purpose - isn't it
strange? No market fo that
