yes, i'm using RACF.
this user don't have a login authority .
but i changed in the racf so this procedure will run under ibmuser and i get
the same message.
so i believe it is somthing involve JES2 authrity for EMCS. but i couldn't
find any helpful information.

I dont understand why your not getting any RACF message (you are using RACF?).
I would issue the $POJOBQ,JM=E*,HOURS>96 directly to see if that will give
you some indication of the error. Also, have a look at joboutput starting
with E and see if there is some job that might explain the error.

Can you perhaps show the full output? And did you look in the syslog for racf
messages after $TDEBUG command or only in the command output?

The title of the post 'JES2 Rmt' gave me the idea that inside the procedure
a $N command was issued to route a JES2 command to another system. If I
remember correctly that would give the same $HASP message if your AUTH
settings are not correct. If there is no $N inside the procedure, please
disrega
why you think it is the node , if the commands are process through a EMCS?
