Where is the EDCCBG C proc

Hello, We installed z/OS 1.4 with a Sytempac and it includes the C/C++ compiler. In the documentation, there is information about a EDCCBG procedure but I can't find it. Is there someone who knows where I could find this procedure? Thanks! Francois Pare ***
