We had a similar problem which we resolved by changing a Java configuration
option.
I turned on trace in the Java console and could see that Java was trying to go
out on the internet to check a certificate, was timing out (our Remote Desktops
have no internet access), and failing to open
We use IBM TWS as our mainframe scheduler and I have worked on this as
it's previous name OPC which is still used synominously.
