So, for various reasons, mostly for ease of management, we have maintained a
single volume sysres. Today they are non-sms mod-54
How about allocating 'filler' data sets to fill up the empty space below
the EAS on the EAV? We did this once to force allocation in the EAS, but we
were not allocating ZFS files up there.

move to EAV volumes, which z/OS supports, and my storage tea
