The reality doesn’t matter. The perception will drive decisions like this.
Just like the Cloud sucked work into it only to discover that it was more
expensive than on-prem.
Here is the tool they are likely looking for:

could lead to 'difficulty finding employees with such knowledge,' adding
that this
'shortage of expert personnel available to maintain a critical system
creates significant risk to an agency’s mission.'"
The biggest problem it is said that they have is NO ONE is
teaching ALC anymore and they have lots of programs written in ALC.
So COBOL is the "political" problem because one has to know
English to program in it. You know, READ, WRITE, COMPUTE,
PERFORM, and that kind of stuff.
