you could use a dog collar or other strap ti rig a over the withers
strap, butI think it may still be too small.

Dan had one like that and I took a throat latch strap from a bridle
and put it over the top of the withers for his horse so it fit better
more like an english or aussie stile BC... it freed up his shoulders a
great deal after that...
