Yes, that was the problem all these agencies/third party companies doing the
software is making such situations.
If the government really want to support opensource , although if there is
no law they can issue some thing like
'Preference for FS' on this order.
And I was sure that they are using

Only suggession ( by policy ) and I dont think it is strict.
