You can do it through synaptic, Just goto " File > Add Downloaded Packages "
and browse to that directory where you have the packages.

1.copy the repository files (*.deb) to a local directory, say
'/home/junise/repos/packages1' ('junise' is my user name)
2.run the following commands in terminal
a. 'cd /home/junise/repos/packages1'
b. 'dpkg-scan
Where is the downloaded files stored? ie; is path of temporary storage ?
