I think /proc would give you what you're looking for.
More specifically, have a look at:
/proc//limits
is the process id of the task you're interested in.

Dear all,
I successfully installed skype and then restarted the system. Then came the
startx problem. I checked the gdm also. I tried to restart it but it fails
to do the same. I tried sudo /etc/init.d/gdm restart :
* Stopping GNOME Display Manager . .
