IMHO, i would need :
# a simple design.
# not much UI clutter.
# 1-2 ads at the max(just to keep the site functioning).
# 1-2 step workflow at the max - for both the job posters and

With 'tc' and 'iptables'
The subject has nothing to do with what is being discussed.
If you wish to simulate slow Internet connection use rate limiting with ssh or
trickle or OpenBSD pf firewall.
You can do it in userland.
Take a look at trickle.

Identify which section of your page takes long time(Firebug is your
friend). Try cache
