i am in the process of implementing some sort of
Bandwidth/resource management application like Cirtix /Tarantella. We
are at present testing Tarantella for our Oracle based application,
that can be accessed remotely through dialup or other means i.e vsat.

the postgres datadir is usally stored in the $PGDATA environment variable.
Try to printenv this variable or simply cd to this. If it doesn't exist then
try to find postgresql.conf (or the pg_hba.conf) in your local filesystem.
It also must be in the DATADIR.
