I wouldnt link SNMP with the Linux Distro. Lets assume that for argument's
sake RHEL 3.0 or 4.0 doesnt come with snmp support; you just have to download
and install the Net-SNMP (formerly UCD-Snmp) package.
As far as oracle is concerned, this link should give you a blow by blow
