If you let me know what application you are using, I could check this. My guess would be that the accelerator keys have not been properly incorporated into the translations, in which case, this should be filed as a bug report against the l10n component of the application. What to use for accelerator keys remains a problem. One could still use Ctrl-C for copy, but then the mnemonic value of the original is lost. Ctrl-na (Hindi "na" for "nakal") could also be used, but then the problem becomes that the accelerator keys move with the keymap in use.
