I find the best mechanism to version control /etc is bzr (http://bazaar-vcs.org). All you need to do is to 'cd' to /etc and run 'bzr init'. From that point, you can start maintaining 'in-place' all the files under /etc. No separate repository needed. No 'CVS' directory in every subdirectory. Just keep adding the files to version control using 'bzr add' and get all the benefits of VCS. A simple 'bzr export' will give you a pristine copy to backup whenever you want it.
