Hi Amit, This is certainly a 'disruptive' idea. But, it comes with its own share of challenges especially if politics comes into play. Plus, there's the issue of accountability, which you'll need to build into this model for clients to have faith.
There's a book titled 'Maverick' where the leadership created a similar environment (though not exactly the same), and that too in an old-economy organisation! So this is definitely plausible. If you've not read the book--suggest you get a copy--you're bound to find some great ideas to make your idea a success.
