There are no server side rules. However, you can make a domain rule

I saw that for awhile too. Apparently the work-around was to delete
the index files in that user's mail directory. I ended up scheduling a
batch job to do that. Never did see a fix, but it just stopped
happening.

Are you referring to KillerWebMail? If so, the preview pane can be
disabled on a domain-wide basis with the config_HidePreviewPane.cgi
I upgraded to 7.07 with the hotfix on Saturday and now I wish I didn't.
Iwebmeg is leaking more then 10MB/hr and then it appears to stop and
restart. We are running IMail on an NT 4 SP6a box. Would upgrading to
Win2k help?
