in MS DNs, recursion is on or off. recursion per access control list
is not possible.
so you have to enable recursion, and firewall-block internet access to
port 53

I check dnsstuff every now and again and it seems
they have a new feature that checks for recursive lookups. This is
enabled by default in MS DNS and allows anyone to use our DNS servers
