Not necessarily. You could limit it based on permissions. Similar to
how the option in the admin dropdown are regulated by if you are a
standard user, domain administrator, or server administrator.

Wouldn't that effectively prevent everyone from using the forwarding

Write a batch file and schedule it to run every minute. It should delete
forward.ima files. Not pretty but it would work.

We're already whitelisted but I still get notices that "we" are
spamming AOL when someone sets up forwarding to their AOL account.
