I have installed Horde webmail onto a brand new CentOS 6.5 server, and

Since you are saying you want to upgrade imp and all dependencies,
and these dependencies can also be in state alpha

That's that the preferred_state setting already does. So this should

Have you checked /var/log/maillog for errors? That might provide more
explanation as to what is wrong.
As for your local server is on a network range that is being
blocked, he is probably referring to the dynamic IP address block
