check the logs on the server.../var/log/messages and the apache logs /var/log/httpd/[ssl_]error_log

This was a good clue, and helped me figure things out. The log file that mattered was actually /var/log/httpd/MyServerName-error_log. It turns out that horde could not find /usr/share/horde/imp/config/ header.php because I had not set up that file. Now it is working.
