Hi again,
just for info: I could solve the issue by manually deleting the
existing S/MIME user preferences in the database (three records in
table horde_prefs).
There was no hint about the reason for not activating IMP in the logs
(even not in DEBUG mode).

BTW: The personal S/MIME cert is not shown in the Webmail GUI after
uploading it, even though the GUI says it was imported
