Rakesh--  Sounds like it may not be scale insects. They normally detach fairly easily by scraping with the finger.  I'd suspect that some sort of boring insect is infesting the stems, or possibly some sort of canker disease.  Do you know what kind of tree it is? Regards-- Ken. --- On Fri, 1
