Dear Garg ji,
I have this paper, and I had sent it to JRI Wood too, during the
discussion on my two Phlogacanthus species:
https://groups.google.com/forum/?hl=en#!searchin/indiantreepix/Phlogacanthus$20of$20NE$20india%7Csort:relevance/indiantreepix/pF6s5dujZ7s/SOJ-1YpMCAAJ
But he could not conclude much from it. For my part, this paper indicates
that my unknown red-flowered Phlogacanthus may be *Phlogacanthus
parvoflorus*. Maybe I will put it as that, for now.
    Tabish
