In Crotalaria it is necessary to note if leaves are simple or trifoliolate and the number of seeds in the pod. Your plant seems to be simple leaved, a shrub silky allover and with flowers in panicles. It should have had a 2 seeded pod to be C. berteroana, which seems to be the likely ID. Regards, Shrikant
