the conflict. In the end I just cvs remove'd the version from the import.

lock_tree_for_write calls in admin.c, edit.c, and watch.c. The three
files contain four calls and all are of the form:

We have a Unix server (dev30) with cvs version
1.11 loaded on it that is NFS mounted to a disk
that contains our repository ( /cvs ). THIS IS
THE ONLY SERVER THAT MAKES AN NFS MOUNT TO THE
DISK THAT CONTAINS OUR REPOSITORY.

I think the thing you have done wrong is to not visit the latest of the
CVS Cederqvist manual.
It shows that after the RedHat 7 distribution the control for cvspserver
had shifted to the xnetd services avialble as separate files under the
/etc/xinetd.d directory. Here you create a file
