CVSNT does not require cygwin or any other non-GPL (commercial) software.
You should commit on the same platform you did a checkout to ensure consistency and
ensure that CR/LF pairs and LF only line endings are not mixed in the one file.

My vote is that it is definitely worthwhile.
Like cvsweb, some will use it some wont, but as long as it doesnt rely on
mods to CVS or Bugzilla itself, then it will gain a good initial following,
and gain.
I'd be willing to chip in a bit of effort for an NT port as reqd.
