How to allow access to new repositories without root permission?

Hi, I understand that I can configure via the inetd (xinetd) daemon which repositories can be access via the "pserver" protocol but to execute "kill -HUP INET_PROC_ID I need root permission. Is there an other way to make a new repository accessible for remote
