I just made a test:

-----------------------------------------------------
Pressing F4 in TreeView:

cvs -n update -P (in directory D:\include\)
cvs server: Updating .
cvs server: Updating GDAPI_Common
cvs server: Updating Quicksetter

*****CVS exited normally with code 0*****

-----------------------------------------------------
Pressing F4 in "Main window" with one file selected:

cvs -n update "Device Server.dsp" (in directory D:\Device-Server\)

*****CVS exited normally with code 0*****

-----------------------------------------------------
Pressing F4 in "Main window" with a directory selected:

(Dialog window for Update settings appears - pressing "OK"

cvs update -P (in directory D:\Device-Server\CPSI_Resources)
cvs server: Updating .

*****CVS exited normally with code 0*****
-----------------------------------------------------

So - it appears to me that there is a design flaw making a difference
between selecting a file or a directory respectively.

My WinCVS is 1.2
