cvs-1.11 server with cvs 1.10.7 client gives the same
problem.
cvs-1.10.7 server with cvs-1.11 client seems to solve
the problem.
cvs-1.11 server with cvs-1.11 is also happy.

That shouldn't happen (obviously). Try upgrading to CVS 1.11
(www.cvshome.org) and let us know if the problem still occurs.

I wanted to add a 200 meg binary file to the
repository.
I did
cvs add -kb file.z
and then
cvs ci file.z
CVS comes out with the following error message
hash.c:312: failed assertion `key != NULL'
Terminated with fatal signal 6
cvs commit: saving log message in /tmp/cvsBAA0obPJJ
