The first couple of times I tried the site, I got all blue text
hyperlinks, no graphics, buttons, or anything like that. Now, when I try
to access that site, I get Internet Explorer Cannot Display the Webpage.

Chris, your firewall is blocking port 16080 outbound. If you right-click
one of the broken links, you'll see something similar to this:

I need to let everyone know that there has been a major explode of Moodle.
A lot of sites have been compromised and admins are scrambling to fix. As
near as I can tell the easiest way to correct is a complete site reload, so
it is possible that you will see issues with any Moodle server you
